DHR SERVICE PROVIDER DESCRIPTIONS

 

Personnel Processing

 

  • Manage Replacement
  • Reassignment
  • Records Management the upkeep and care of military personnel files to include officer and enlisted.           
  • In and out processing service to permanent party Soldiers arriving and departing. 

 

Casualty Operations

 

  • Casualty Notification for deceased Active Duty soldiers.
  • Casualty assistance to family of deceased Active Duty soldiers.   
  • Provide final honors for Soldiers, retirees and eligible veterans.

 

Personnel Actions – Provide personnel actions that include name changes, army married couples program, statement of service, certify ERB/ORBs, and mail DA photo’s (officers only).

 

Trainee/Student Processing – Process trainees and students assigned to/from installation to include processing of assignments, family travel, reclassifications, medical retention board, promotion, name changes, married army couples program, discharges, and release from active duty.

 

Separations and Transition

 

  • Process voluntary and involuntary separations for officer and enlisted personnel. 
  • Conduct pre-separation briefings with Soldiers prior to preparation of the DD Form 214 (Certificate of Release from Active Duty). 
  • Prepares and issues discharge certificates to Soldiers separating and retiring from active duty. 
  • Also processes and prepares DD Form 214 pertaining to Army Reserve and National Guard Soldiers demobilizing from active duty as a result of participation in the Global War on Terrorism.

 

Retirements/Retiree Services

 

  • Transition Soldiers and family members from the Army to the private sector.  Services designed to ensure a smooth transition from the Army to the private sector. 
  • These services include publishing retirement orders, counseling on transition benefits and services, REDUX eligibility, Survivor Benefit Plan, and a host of post-retirement information services. 
  • Conduct the annual Retirement Appreciation Day.

 

ACAP

 

  • Provides congressionally mandated pre-separation transition assistance to include pre-separation briefings, VA Benefits Briefing and information on benefits and services.
  • Provides Job Assistance to include Job Assistance Training, Department of Labor Transition Assistance Program (TAP) Employment Workshop, Counseling and automated tools such as Resume Writer

 

DEERS/RAPIDS/CAC/ID Card Services – Process identification requests for all branches of service, active duty, Reserve, National Guard, retirees, eligible family members, DOD civilians, contract employees, and foreign military members.

 

Soldier Development Services

  

  • Manage installation/community adult continuing education program
  • Provide on-duty education and training under the Functional Academic Skills Training (FAST) (workplace literacy)
  • Create/manage multi-use learning environments incorporating distance education technologies
  • Provide professional and source reference/learning materials for self-development
  • Provide education/career counseling services
  • Provide testing services that includes DANTES, CLEP, SAT, GRE, TABE, Army Personnel testing, and proctoring services.
  • Conduct language testing (DLAB, DLPT) for formal certification
  • Provide off duty self development programs at high school and post-secondary levels (vocational/technical; undergraduate/graduate). 
  • Provide tuition assistance to assist soldiers complete high school, if necessary, and pursue post-secondary education goals

 

Education Counseling – Counselors assist Soldiers by: helping establish civilian education goal and degree plan: promoting completion of degree agreements / contracts (SOCAD2 and 4): providing advice on course selections; preparing Tuition Assistance forms; ensuring course selected apply to stated educational goals; explaining funding alternatives; exploring viable and economical alternatives to class enrollment such as credit-by-examination programs; and conducting cost determination.

 

Academic Testing – Tests range from certification exams and college credit by examination,   i.e. .Defense Activities Non-Traditional Educational Support (DANTES) which includes CLEP, DSST, Excelsior, ACT, SAT and all certification examinations are provided to Soldiers either at no cost or on a reimbursable status.

 

Risk Reduction Program – Assist commanders within the command in identifying high risk behavioral trends for soldiers, or off duty, that have detrimental effects on attaining and maintaining combat readiness. Provide feedback to commanders in the form of trend analysis.

 

Biochemical Testing – Provide Military Bio-chemical testing  support to all military organizations on the installation, National Guard and reservist support, as well as civilian drug testing to those in test designated positions (TDP).

 

Prevention & Education – Provide substance abuse prevention education and training to military and DA civilian personnel, organizations and activities affiliated with the Army.

 

Employee Assistance Program – Provide short term civilian counseling services and referral to all eligible personnel: DA civilians, Retirees, and family members of active duty, retiree's and DA civilians. Provide consultation for management/supervisors on employee problem and productivity issues.

 

Official Mail Management – Provide Official Incoming/Outgoing Mail Distribution Services.

DMWR SERVICE PROVIDER DESCRIPTIONS

 

Army Family Team Building (AFTB) – Program provides Soldiers and their family members with the information, knowledge and skills needed to gain self-reliance and better utilize the community support programs provided to assist them throughout their spouse's career

 

Exceptional Family Member Program (EFMP) – Program provides comprehensive and coordinated community support (including housing, educational, medical, and personnel services) to families with special needs

 

Financial Readiness/Training/AER – Program assists soldiers and their families to live within their means and invest for the future. Army Emergency Relief (AER) provides emergency loans to soldiers in need

 

Mobilization & Deployment Support – Program provides support to commanders of active and reserve component forces and emergency essential civilians during pre-deployment, mobilization, deployment, re-integration/ reunion, repatriation, mass casualty events, and natural disasters (installation contingency plan)

 

Family Advocacy – Program is designed to prevent child and spouse (soldier or family member) abuse.  The program also provides temporary substitute care to ensures a child's welfare when the natural family or legal guardian cannot meet that responsibility

 

AFTB, Relocation Support, Info & Referral, Community Volunteers & FRGs

 

  • Army Family Team Building (AFTB) is one of the commanders’ primary readiness educational programs that develop skills to promote self-reliant and strong Army families within both active and Reserve Components.
  • Relocation readiness provides support, information, and preparation for managing the mobile military life-style.
  • Provides assistance to Soldiers, retirees, and family members.  All staff performs this function to better use the resources both on and off the installation to improve Soldier and family life.
  • Promote community involvement through volunteerism by members of the military community.

 

Child and Youth Services

 

  • Provides Child Development Service (CDS) support
  • Provides Full-day care, Part-day care, and Hourly-day care services
  • Provides Seasonal and Occasional Programs and Events
  • Serves Special Needs Children and Youth
  • Provides Outreach Services to Eligible Children and Youth, age 4 weeks - 18 years.

 

Child Development Centers

Better Opportunities for Single Soldiers (BOSS) – Program supports the overall quality of life for single Soldiers.  Identifies quality of life issues to the chain of command and provides recommendations for improvement.

 

Libraries and Information Services – Provides and Assists Eligible Personnel for Educational Support and Recreational Purposes

 

Clubs, Food, Beverage & Entertainment Program

 

  • Include dining, beverage, catering, social events, entertainment, and other service normally associated with a restaurant and entertainment center, as well as hospitality support for official events.
  • Bingo, snack bars, themed programs (casual dining, MWR promotional programs, etc) special activities, recreational machines, etc. Direct operation, concessionaires, franchising, PPV (Public-Private Ventures)

 

Sport and Recreation

 

  • Provides Eligible Personnel with Opportunities to Enhance Physical Fitness
  • Provides Team and Individual Athletic Events

 

Lodging Operations

 

  • Provides official travelers and authorized guests with temporary lodging accommodations, commensurate with mid-range commercial hotels, at the lowest possible cost

  • Phase 2: Issues Class A uniforms, and conducts a "Final Fit" of all dress uniforms items (during 5th week) of BCT.  CIIP alters and fits special measurement clothing and footwear and presses the Army Green coats, trousers, slacks, skirts, and black all-weather coats.

 

Asset Management – Perform Property Book and Documents Registration management for Tenant Organizations.

 

Material Maintenance Support – Provide material maintenance support services to sustain equipment, communication, aviation, combat and wheeled vehicles.

 

GSA-Leased Vehicles – Manage, provide, and operate Mission Essential GSA-Leased Vehicles.

Electrical Services

 

  • Provide Electrical Service for the operation and maintenance (in-house and contract costs) of electrical plants and distribution system components, such as substations, switching stations, transformers, etc
