      The vision of the (RCI) Residential Community is to eliminate all inadequate Family Housing on Fort Jackson, to develop, renovate, and construct world-class communities that are competitive with Off-post communities. Family Housing will have larger floor plans, more storage spaces, one or two car garage, (in new construction) additional parking spaces and improved density.

      RCI will provide modern and comfortable communities, which is very important in promoting the sense of well-being necessary to allow our Soldiers to focus on their missions. Soldiers and Families are facing the challenges and disruption of deployment and separation every day, and they deserve to return to a community in which they can be proud of.

      The RCI program provides an opportunity to provide long-term, quality, sustainable housing and communities in support of our Nation's missions around the world. Our Soldiers and Families deserve quality residential communities. RCI provides them with neighborhoods that are comparable to off-post.

      To accomplish this vision, Department of the Army (DA) has selected "Balfour Beatty Communities, (formerly known as GMH Military Housing)" as the developer (who has the knowledge, expertise, innovations, and resources) who will create the development plan. During the Initial Development Plan (IDP) of six years, Balfour Beatty Communities will demolish, construct, renovate, and convert homes according to the plan. Balfour Beatty Communities will also construct a Community Center, Trails, Tot-lots, and Sport Courts (Basketball & Sand Volley Ball).

     In addition to the IDP, Balfour Beatty Communities will create and execute an Out Year Plan that will sustain Family Housing for the next 50 years.
