Types of Security Clearance

Secret, Interim Secret, Top Secret and Interim Top Secret

Secret Clearance expires after 10 years

Top Secret expires after 5 years

Interims clearances expire when your Secret or Top Secret clearance is granted

To check the expiration date of your clearance:

Officers see your ORB, Section II, DTEINV date, which is the start date of your clearance

Enlisted Soldiers see your ERB, Section II, PSI Invest Complete date, which is the start date of you clearance

Renewing Your Clearance:

You may renew your clearance when you are within 30 days of expiration. To renew your Secret or Top Secret/SCI security clearance you are required to complete the online Electronics Questionnaires for Investigation Processing (eQip) applications. When you are within 30 days download the Center of Excellence-PSIP worksheet and complete the worksheet and send to me by email with supporting documents (you may scan and email supporting documents).

After, I receive your worksheet, I will forward it to the Personnel Security Investigation Center of Excellence (PSI-CoE). PSI-CoE will start and process your eQip Security application. PSI-CoE will send you a email with the requirements to complete your eQip application. You will receive this email within one to three days after I receive your worksheet. After you receive PSI-CoE email you will have five calendar days to complete your e-Qip application. If you do not complete your application within the five days your application will be terminated. Therefore, return the worksheet if you have the time to complete your application.

Note: Renewal of a Secret or Top Secret does not require finger prints

Center of Excellence-PSIP Worksheet

Upgrading your clearance:

If you currently have a Secret Clearance and would like to upgrade to a Top Secret/SCI, you must have one of the following:

  1. PCS or TCS Orders stating you require a Top Secret/SCI Clearance.
  2. A Memorandum signed by a O-5 or higher stating you require a Top Secret/SCI due to job requirement.
  3. You have changed your MOS which require a Top Secret/SCI Clearance.

After you have one of the above mention items, there are three steps to upgrade your clearance:

  1. Send Finger prints to Center of Excellence
  2. Complete and return PSIP Worksheet and send support documents
  3. Complete e-QIP application

STEP 1

Identify your Electronic or Manual finger prints with the following codes:

SON: 2295 SOI: A334 IPAC: DA-TRAD

Some locations can send your finger prints electronically to Aberdeen Proving Ground (arrive in JPAS - two days). If your send your finger prints by mail, write the codes on the back or front of cards. You may want to add a tracker for your prints if sent by mail. Also, email me after you send your finger prints so I may monitor JPAS for arrival of your finger prints. Where to get finger prints? If a Military post is nearby, go to the MP Station or Post Installation Security Office. You may also try your local Police Department, State Trooper Office or any US Embassy. Police Departments and State Troop Office may charge you for finger prints. USA Student Detachment cannot reimburse you for the cost. Call around before going anywhere.

STEP 2

Wait about ten working days after sending in your finger prints and then send worksheet and supporting documents to me at lovell.sample.civ@mail.mil. The ten days will allow your finger prints to be processed. After, I receive your worksheet, I will forward it to Personnel Security Investigation Center of Excellence (PSI-CoE). PSI-CoE will start and process your eQip Security application. PSI-CoE will send you a email with the requirements to complete your eQip application. You will receive this email within three to five days after I receive your worksheet. After you receive PSI-CoE email you will have five calendar days to complete your e-Qip application. If you do not complete your application within the five days your application will be terminated.

After you receive the first email from PSI-CoE all communication concerning your eQip application must be direct at PSI-CoE.

STEP 3

Complete your e-QIP application within the five calendar days or your application will be terminated.

Visitor Passes or PERM CERT

If you require a site visit (passed through JPAS) in order to do research on your thesis or other actions, complete the Visit Request form and submit. You must include the SMO code for the location you plan to visit. The following information is required for such request: Location, Date, Detailed Purpose, Level of Access required, and a Point of Contact. Site Visit requests must be submitted at least one week prior to departure. To request a visit pass or PERM CERT download the Blank Visit or Read On worksheet and complete section 1-5 and then section 6a. Submit worksheet to lovell.sample.civ@mail.mil

Indoctrination Request

If you have a Top Secret/Special Compartment Information security clearance and have the need to maintain access or the need to gain access, complete the Indoctrination Request form and have it sign by a local on site approving authority. You must include the SMO code for the location you plan to be read on. Indoctrination requests form must be submitted at least one week prior to indoctrination. Download a visitor the Blank Visit or Read On worksheet on this page and complete section 1-5 and the section 6b. Submit worksheet to lovell.sample.civ@mail.mil.

TDY and Return Travel

TDY and return travel request are processed using the Defense Travel System (DTS).

TDY and return travel request for civilian school requirements at no cost to the Government will be submitted to the appropriate Advanced Education Program Manager for processing. Please visit the Advanced Education Program tab on this page for point of contact (POC) information.

To receive TDY and return travel orders for MTSA funded course you must have a confirmed reservation in the Army Training Requirements and Resources System (ATRRS).

Frequently Asked Questions

How do I take the Defense Language Proficiency Test (DLPT) and obtain orders for Foreign Language Proficiency Bonus?

To request DLPT you must complete and submit a DA Form 4187 (Personnel Action) to the United State Army Student Detachment (USASD). Visit the USASD SharePoint to download the DLPT template.

Upon receipt of the Language Proficiency Questionnaire (DA Form 330), forward a copy to the Student Detachment POC. The POC will then prepare the orders and forward to Finance for processing and a copy will be e-mailed to you.

I want to transfer out of my branch, what do I do? What are my chances?

All that is required for a branch transfer is a 4187 signed by the yourself and the Company Commander and a memorandum of recommendation. Examples of these documents are available upon request. The USASD chain of command does not generally provide letters of recommendation because we do not personally know you. You will need to contact your branch manager to ensure required documents. As far as the chances of approval? Each request is considered first by the losing branch and then by the requested branch. All decisions are based around personnel strengths and authorizations so it is really impossible to estimate the approval.

When and how will I receive my AER (DA 1059-1)?

You can call to request a blank packet emailed to you or download a copy located under processing packets at Academic Evaluation Report (AER) Who completes my 1059-1? The 1059-1 is completed by your Supervisor, Senior Army Advisor, Academic Advisor or Professor of Military Science.

What is the mailing address to send my 1059-1 to?

If your school proponent hasn't given you a more specific address, send your 1059-1 to: Commander. AHRC Attn: AHRC-POV-ER 1600 Spearhead Division Avenue, Dept. #470 Ft. Knox, KY 40122-5407 When should I submit my 1059-1? Masters students in programs of 24 months or less will receive a single AER upon completion of their study. Doctoral candidates will receive an annual AER. Upon completion of coursework, Ph.D. and JD. candidates will include current transcripts and state the approximate completion date for their dissertation.

How do I submit for the Combat Action Badge (CAB)?

The example of the DA4187 CAB Packet can be downloaded from this website. The packet with supporting documentation needs to be forwarded to our mailing address. Due to the centralized approving authority being at HRC, please allow three (3) to six (6) months for approval.

LEAVES AND TDY's

What is the general policy concerning Leave?

As long as leave doesn't interfere with your schooling or work schedule ( TWI, OCLL) you are encouraged to take as much leave as you like. Academic breaks between semesters or quarters are non-chargeable, as you do not leave your residential address, though these are excellent times to use leave if you plan to leave the area. The leave form should be submitted IAW USASD policy memorandum 8, and should be received by USASD NLT 10 days prior to start. Policy Letters under Downloads tab.

What about passes?

You are your own pass approval authority providing your absence 1) lasts less than 96 hours 2) is contiguous with at least 2 consecutive weekend days 3) does not conflict with any academic obligations, and 4) travel distance is less than 250 miles. This is intended to be a liberal policy to allow flexibility - if you have some other need, or think you need to be covered on a DA31, let us know and we'll accommodate you. How far in advance do I need to submit my leave request?

Leave requests in excess of 30 days, must be received by USASD at least 45 days prior to start dates; less than 30 days, 10 days prior. We will act on your request immediately, and they will be processed and sent back promptly either by fax or e-mail attachment. Do try and be reasonable, if you need 30+ days of leave in conjunction with Permissive TDY or a similar request that requires approval higher than the Company Commander, please understand we cannot turn that around nearly as quickly.

What is the policy on Emergency Leave?

Emergency leaves will be approved at any time - we will accommodate your requirement. If OCONUS, we will require the Red Cross message so that we can justify the funding for your airline ticket. CONUS Emergency Leave is at your expense and we do not require any additional documentation.

If I'm in a use or lose situation, when is the latest I can submit my request, can I carry over leave?

Per AR 600-8-10 leave must be used prior to 1 October or it is lost. Please be advised that Human Resources Command has not approved any leave accruals beyond 60 days except for instances in which deployments clearly prevented the use of that leave. Your student status will not allow you to accrue leave in excess of 60 days.

What is the Policy concerning selling back leave?

The only time an officer may sell back leave is upon retirement or separation from Military Service. Enlisted personnel may sell back leave upon reenlistment or separation from Military Service. Regulation is DOD Financial Management Regulation Vol 7a Chapter 35.
